United Project - 2007: COMPETITION for bidding on crafting policy for 2007 United Project of the ITEI Coalition of civil society institutions
The competition incorporates the following topics: 1) Transparency Initiative in the Extractive Industry of Azerbaijan: country experience and development outlooks; 2) Scenarios for the strengthening of the role of the Transparency Initiative in the Extractive Industry of Azerbaijan in the improvement of investment rating and business climate; 3) Transparency Initiative in the Extractive Industry of Azerbaijan and the corresponding means of raising public awareness; 4) The strengthening of the role of the Transparency Initiative in the Extractive Industry of Azerbaijan in the process of regional integration; etc.

Members of the Coalition are invited to bid on an individual basis or as a group.

The following topics shall be submitted for the competition:

1. Transparency Initiative in the Extractive Industry of Azerbaijan: country experience and development outlooks;

2. Scenarios for the strengthening of the role of the Transparency Initiative in the Extractive Industry of Azerbaijan in the improvement of investment rating and business climate;

3. Transparency Initiative in the Extractive Industry of Azerbaijan and the corresponding means of raising public awareness;

4. The strengthening of the role of the Transparency Initiative in the Extractive Industry of Azerbaijan in the process of regional integration;

5. EITI Plus: How to make the Initiative widen?

6. Transparency Initiative in the Extractive Industry of Azerbaijan against the strengthening of the effective management;

7. Analysis of the environmental policies of the companies involved in extractive industries, and possibilities for the compliance of the corresponding guidelines with the current legislation;

8. Privatization of the extractive industry of Azerbaijan;

9. The speeding up of the introduction of international accounting standards in the extractive industry of Azerbaijan;

10. Protection of the rights of the labour force in the extractive industry of Azerbaijan;

11. Assessment of and outlooks on the potential of Azerbaijan for the transportation of oil & gas resources and development of the transit infrastructure;

12. Situational assessment and policy crafting with respect to making the consignor forwarding agent and the operating company observe the principles of EITI;

13. Conceptual model for the monitoring of the existing technical, engineering and environmental procedures in cross-border transportation schemes;

14. Examination of the environmental policy applied to offshore areas (Caspian Sea) of the extractive industry, and the assessment of that policy against its compliance with international standards;

15. Establishment of civilian oversight of the prudent use of oil incomes.

Applicant members of the Coalition are allowed to submitting their proposals on the crafting of the policy on one of the above-mentioned areas only.

Applicant members of the Coalition are asked to submit the following information as part of their eligibility criteria:

• Abstract (a maximum of one page) on the policy to be crafted on the selected area;

• Information (a maximum of one page) on theoretical and practical experience of the applicant/group of applicants.

The following conditions must be met while crafting the policy:

1. Work must start and come to the end within the set timeframe provided;

2. Policy paper must meet the requirements and correspond to the structure of a document on political analysis;

3. Policy paper must contain a minimum of 15 pages of A4 format using the font in the size of 12 through a single space.

Applicant must have their bids registered till 5pm on August 10th 2007 with the Organizing Committee of the Coalition at the following address:
