United Project - 2007: A
seminar with young people in Oguz (06/06/2007)

Two civil society
institutions Healthy Development and Education (SIMIB) and Youth
Democrats Reformists (DIGIB) on June 6th 2007 held a seminar with
young people in Oguz district, as part of the united project Involvement of
Young People in EITI Processes implemented by the coalition Increasing
Transparency in Extractive Industries. During the seminar, participants were
given portable calendars, notebooks and pens bearing the logos of the ITEI
coalition, SIMIB and DIGIB organizations. Also in the course of the event, the
walls of the seminar room were hung on with writing pads, as well as
instructional sheets, bearing the logos of the ITEI coalition, SIMIB and DIGIB,
with information about revenues and expenditures of the State Oil Fund of
Azerbaijan (SOFAZ). All appliances were prepared by the ITEI coalition. The
seminar made the focus on four major components.
Component # 1
1. The goals, objectives and relevance of the project being implemented; (Speaker: project team leader A. Mikayilov)
2. Information on the organizations – EITI, SIMIB and DIGIB – involved in the implementation of the projects; (Speaker: project team leader A. Mikayilov)
Component # 2
1. Preconditions for and history of establishment of, and the management of SOFAZ; (Speaker: Matlab Abbasov)
2. Preconditions for the setting up of the ITEI coalition, as well as the information about the mission, activities and history of the alliance; (Speaker: Mr Matlab Abbasov)
3. The value of civilian oversight of the implementation of EITI; (Speaker: Mr Matlab Abbasov)
Component # 3
1. Sources of transfers to SOFAZ; (Expert in Economics, Mr Rasim Abutalibov)
2. Areas of expenses out of SOFAZ accounts; (Expert in Economics, Mr Rasim Abutalibov)
3. Projects funded through the accounts of SOFAZ; (Expert in Economics, Mr Rasim Abutalibov)
Component # 4 included the conducting of the corresponding test and the Q&A session.
The seminar lasted six hours. In addition to project team leader, Mr Azar MIkayilov, the composition of speakers included SIMIB members - Mr Matlab Abbasov, a lecturer at Odlar Yurdu University, and Mr Rasim Abutalibov, a PhD in Economics. In implementing the seminar, the Ministry of Youth and Sports and the executive power of Oguz district provided the organizational support, with information support given on behalf of the State Oil Fund of the Azerbaijan Republic (SOFAZ).
