General Meeting of EITI Coalition #10 (20/10/2007)
EITI Coalition had held its 10th General Meeting in 20th October at the Conference Hall of “Af-Hotel-AquaPark”. General Meeting launched with sounding national anthem by participants. Chairman of EITI Commission, Executive Director of State Oil Fund Shahmar Movsumov’s OSI AF’s, embassies’ of Norway and Great Britain and other international organizations’ and oil companies’ congratulation and greeting letters addressed to the General Meeting had been read.

Organization’s Coordinator Gubad Ibadoglu had introduced the report on 2006 year. Council had 23 meetings since latest General Meeting. The Council first of all was engaged with strategic planning of Coalition for 2007-2010 years.  By making strategic plan for that period had determined mission, strategic aims and targets and activity directions. G. Ibadoglu had informed about organizational, juridical, technical, international relations, relations with donors, works done in direction of development of members and program activity. Coalition had analyzed 5th and 6th report on EITI and opinion of an auditor company and explained Coalition’s particular opinion on shortages, uncertainty, and other uneasy matters. For the purpose of improving transparency in extractive industries competition of making appropriate policy papers was declared. Preparing of five policy papers had been commenced and for preparing rest of them, competition was declared again. Research on assignment of financial means that under State Oil Fund’s control, pursue of policy of directing them to investment, analyzing and making report processes had been completed.

Monitoring Group’s report was listened in the General Meeting. Moreover, activity plan of Coalition for 2008 year, and making additions and changes to the Regulation were admitted after discussion. Connected with evaluation of projects held by Coalition, establishing of election body was decided as an addition to the Regulation.

Since Coalition’s chief organ’s authority period was ended, organizational issues had been looked through again, and there had been elections of Council members

(11 people) for next 2 year who will guide,

Also Monitoring Group’s members (5 people), and election group’s members

(5 people). Gubad Ibadoglu, Ilham Huseynli, Mehriban Vazir, Fagan Aliyev, Alimammad Nuriyev, Oktay Gulaliyev, Mirvari Gahramanli, Dunya Sakit, Ehtiram Aliyev, Sevil Hamidova and Fuad Gahramanli had been elected to the membership of Coalition Council by one vote. The General Meeting had affirmed election of 5 members of Monitoring Group and 2 members of Election Group (by 50+1 Principe as they could overstep the limit).
