For the purpose of meeting conducting Gubad Ibadoglu, Mehriban Vazir  were selected to the chairmanship, Firuza Asadullayeva, Sevil Allahverdiyeva to the secretaryship, and Chingiz Dadashov was selected to the quantity commission by united vote.

Leader of the OSI Fund Farda Asadov who participated as a guest, by greeting meeting participants, positively evaluated Coalition’s activity since established.

I.  Connected to the first issue, Coordinator of the Coalition Council Gubad Ibadoglu, informed about done works since October of 2007 to may of 2008. He noted that, now Coalition members’ number is 131, 116 of them are NGO, 15 are individuals. According to Coordinator’s speech, Coalition’s influence in international level is increased, representatives from Cambodia, Ukraine, Kazakhstan made several visits to Azerbaijan for the purpose of to learn EITI’s implementation in Azerbaijan. These activities had been in this period: 7th report on EITI and auditor company’s opinion were analyzed, Coalition’s special opinions were explained, recommendations on improving of memorandum and existing reporting system were prepared and represented to the government and some discussions had been conducted connected to it, 10 policy papers had been prepared in various directions, 4 of them had a public discussion, investing financial means that are under control of Oil Fund, to pursue policy of directing to the investment, in direction of analyzing and making report and to pursue financial flow of ARSOF, analyzing and report on evaluating its transparency had been completed.  Also these actions had been organized: Talk-Shows about Transparency of Oil Revenues On Public Television, and on three regional televisions ( Ganja, Zakatala, Guba),  8 round-tables on “Oil revenues and their efficient usage” in Baku and regional Universities, Conferences on “ State expenditures: on transparency and efficiency”, “ Investing and controlling Oil Revenues: how to be ensured from jeopardy?”, and in two regions (Khachmaz and Guba) seminars on “Drawing women to EITI” had been organized for teachers and women. The speaker spoke on creating companies’ evaluating system on indicators, establishing advocacy on transition to individual reporting, making law project on Oil Fund and its popularizing , making recommendations for the purpose of surrounding non-oil and non-gas sectors with “Initiative”, estimating EITI in Azerbaijan and making report, organizing seminars in regional universities for young-students, conducting analyzes on EITI reports, organizing training on contract law and to continue edition of Coalition’s monthly bulletin and quarterly journal.

Not implementing of EITI initiative in all spheres of mine industry, and not providing transition to individual reporting by companies were mentioned as difficulties that Coalition faced.

According to the 8.2 item of the Regulation Chingiz Dadashev objected to changes and additions as there was no quorum.

Decision: Connected to it, to cancel discussion of second issue in the agenda.

Coalition’s member Samir Isayev informed about problem (discussion of activity program on protection of environment). He spoke about, EITI NGO Coalition’s aims and objectives on protection of environment, activity directions, establishing public ecological monitoring system on companies activity that are EITI’s member.

Decision: EITI NGO Coalition’s activity program on protection of environment had been admitted by participants of the General Meeting by unanimous vote.
