General meeting of EITI Coalition (22/12/2006)
The next general meeting of Coalition held in 22nd December of 2006 year. Coalition’s 62 members and guests took part in the meeting. Coordinator of Coalition Council Sabit Bagirov informed about Council’s activity since last meeting. . Later, managers of different project held within activity plan of Coalition for 2006-2007 years, Oktay Gulaliyev, Fagan Aliyev, Osman Gunduz, Zohrab Ismayil, Vahid Gazi, Fuad Rasulov, Ehtiram Aliyev  informed about those projects and done actions.

Next task in the agenda was Monitoring Group’s (MG) opinion on Council’s activity. Group’s member Fagan Aliyev spoke about it and declared MG’s opinion on Council’s activity. Council’s activity evaluated positively and significance of implemented projects was mentioned. While speaking about defects, he first of all mentioned dissatisfaction about MG’s activity and offered to strengthen its composition. He noted that, number of MG members should be raised with skillful Coalition members.

After a break the meeting continued with discussions of Council’s report and MG’s opinion. In statements Council’s activity evaluated as satisfactory. Simultaneously, some shortages were mentioned and recommendations were given. It was mentioned that, in past period there have done many things for enlightenment of community. In the result of different projects , why are oil revenues, improving transparency on their preserving and spending  important, otherwise which disturbances could appear, in which direction and how these matters may affect to population’s life etc. were mentioned. Furthermore, there were successful works on drawing youth, students, women, representatives of civil society, and Press to this process. While speaking about defects, first of all, there were mentioned that not establishing high level relations with international associates, and not using skillful Coalition members in implemented project are defects. Coalition members noted that, some faults are baseless; however there were some sound faults. Particularly, relations with an international and regional partners should be established denser and regularly. At the end of the discussion, Council’s action had been evaluated as satisfactory.

Following problem in the discussions was to discuss changes to the Regulation of Coalition. Project of changes was prepared in the Council and was discussed. Moreover, participants had actively discussed new suggestions. Some changes and corrections were recommended. As there was not a quorum for voting for last version of Coalition Regulation, it was planned to organize an electron voting, and decided that, to accept by 2/3 voting of Coalition members.

Meeting was continued with discussion of Program Document for 2007 year. There are analyze of current situation, main priorities of Coalition activity in 2007 year and significant matters that should be implemented by those priorities in that paper. At the end of discussion document was admitted by considering some suggestions
