The head of the center is an economist Zohrab Ismaylov.

FEC has began its activity since 5 January 2004.

Organization policy:

- Control over the oil revenue and state budget;

- Monitoring of the big economical and social projects;

- Market economy development assistance in Azerbaijan;

- Private sector development assistance and organizing the protection of the businessmen interests

Committee development assistance

In compliance with its goals FEC participated in the monitoring of the BTC which was held by the OSI-AF support. Indeed, organization participates in SCP's audit program financing by the OSI-AF. The head of the organization Z.Ismaylov is the member of Adviser and Mentoring group which manages the audit process.

Indeed, FEC with the "Free Person" organization provide the project on "Monitoring social expenses in the state budget" with the OSI support. It should be noticed that FEC provided the same named project on 2004 state budget with the OSI-AF support. The project provided in present is the second level of the project. Generally FEC participate active in relate of budget transparency. Center is one of the active participant of National Budget Group which is currently being formed by OSI-AF.

FEC provided several times the monitoring of check privatization in Baku Check Auction Center during 2005. the Center provided this control process with masters and journalists voluntary assistance.

One of the spheres in which FEC actively participates is the Extractive Industry Transparency Initiative. FEC is the member of NGO's coalition in relate of EITI. The head of the organization is one of the NGO representatives in trilateral commission (state, companies and NGO's coalition) in relate of EITI.
