EITI Coalition urges the government to fulfill the obligations
Anxiety of the civil cosiety was expressed at the appropriate press-conference held by the organization.
Today a press-conference devoted to the issues existing in application of the transparency initiative and organized by the Extractive Industries Transparency Initiative (EITI) was held in “Caspian Plaza”. Gubad Ibadoglu, the Coordinator of the EITI Coalition Council, notifying the media representatives regarding the details of the issue underlined that Azerbaijan was conferred with the “member country” status upon Extractive Industries Transparency Initiative (EITI) on the basis of four recommendations i.e. establishment of the Multilateral Group, development of Working Plan, perfection of the reports of companies and socialization of the EITI reports. According to G. Ibadoglu, EITI International Management has rendered to Azerbaijan a time till August 15, 2009 for establishment of the Multilateral Group: “We try to discuss this issue with the Parties of the Treaty Memorandum and gain its settlement. There are concrete obligations undertaken by the extractive industry companies and the EITI Governmental Commission. Our anxiety is connected namely to failure of fulfillment of these obligations. We intend to continue our efforts directed to fulfillment of these obligations and appropriately cooperate with the government”.
Ogtay Gulaliyev, a Council Member of the EITI Coalition underlined holding of meetings since April with participation of the Memoradum parties in connection with establishment of the Multilateral Group. The Council Member notified that the working group had held three meetings during the last period and certain steps were made in the aforesaid directions: “However, unfortunately, neither the process of establishment of the Multilateral Group could complete at the fixed time due to the reasons not depending on us nor the governmental commission had a significant function within the last half a year. All of these deficiencies slander the successes of Azerbaijan achieved in the field of EITI application”.
The members of the EITI Coalition also notified that the efforts directed to achievement of fulfillment of the obligations undertaken by Azerbaijan will continue also in the future. “We urge the opposing parties and the EITI Governmental Commission as well as the extractive industry companies at the 7th meeting of the EITI International Management to implement all obligations undertaken by Azerbaijan as well as complete within the brief time the process of establishment of the Multilateral Group.”
Azer Mehdiyev, a Council Member of the EITI Coalition, Zohrab Ismayilov, a Council Mmeber and other representatives of the organization also participated at the press-conference.
