Gubad Ibadoglu had
participated at the international conference on EITI

of Coalition for “Improving Transparency in Extractive Industries” of Public
Unions and Chairman of Economic Research Center Gubad Ibadoglu attended the
seminar on “ Implementation of Transparency Initiative in Extractive
Industries: the best practices and tools” held within 10-15 November 2008 in
Berlin. More than 35 representatives from 10 countries over the world
attended the seminar.
All countries were represented there with representatives from government, company and civil society, who are engaged in transparency initiative, and it created a condition for getting together and organizing multi-sided discussions. Besides of Azerbaijan, representatives from Iraq, Kazakhstan, Kyrgyzstan, Mongolia, Norway, Sierra-Leon, Timor-Leste, Yamane and Zambia took part at the seminar. Also representatives from World Bank, International Secretariat on EITI, Institute of Oversight on Revenues, International Coalition of “Publish What You Pay”, International Transparency Organization, and German organizations GTZ and Invent had participated at the seminar as speaker or participant. Though the seminar was financed by International Board and Secretariat on EITI and Ministry of Economic Cooperation of Germany, organizational support was given by Invent Center. Chairman of International Board on EITI Peter Aygen had take part in plenary meeting of the seminar. Later the seminar was managed by Defton Darby, representative of SEB strategy organization. There were speeches on scale of EITI, participants, strategy of communication, different practices about filling reports, evaluation, transparency of license and contract, and financing EITI by donors, some discussions had held and each country’s representation was made by panel. Seminar was rich with ideas of representation of practices of different countries, exchanging, evaluation and comparing of reports. One of the advantages of the seminar was connecting participants in one network and drawing to information exchange in one space. This seminar was very useful for creating durable relations among participants and for its development.
