Information on “5th year of Mutual Understanding Memorandum: profits of past period and claims of future     period” organized by “Improving Transparency in Extractive Industries” Coalition of Public Unions
Coalition of Improving Transparency in Extractive Industries has held a round-table on topic “5th year of Mutual Understanding Memorandum: profits of past period and claims of future period” in 21st November 2008. Government Commission’s members on Transparency Initiative in Extractive Industries, representatives of companies joined this initiative, representatives of local and foreign NGOs and diplomatic missions, independent experts and representatives of Mass Media attended the event.

 Coordinator of Coalition of Improving Transparency in Extractive Industries Gubad Ibadoglu and Executive Director of Open Society Institute Assistance Foundation Farda Asadov welcomed participants and spoke about achievements gained in past 4 years and obstacles currently faced. Later, Sabit Bagirov, Director of Economic and Political Researches Center made a speech with representation of EITI Coalition’s proposals about additions and changes to Understanding Memorandum on implementation of EITI in Azerbaijan. He made a short excursion to history of implementation of EITI in Azerbaijan.  He spoke about the role of Mutual Understanding Memorandum signed for implementation of Transparency Initiative of Extractive Spheres that are engaged in Extraction of Mineral Resources in Azerbaijan, about establishing of Coalition, Coalition’s participation in EITI, and about main activity directions. There were spoken about implementation of EITI in Azerbaijan, action and faced problems within 4 years. Simultaneously, Sabit Bagirov sounded proposals of Coalition. He noted that, it is shown in first item of Memorandum that, in future changes to report forms and time of their representation based on mutual agreement of parties is not exception. All parties have a right to make proposals about such changes and other parties of Memorandum will discuss it together. So, Coalition proposes additions to improving existing report forms and new report forms. Sabit Bagirov also mentioned that, Coalition proposes to work out an action plan for next 5 year among interest groups and to create constant Committee and Council with participation of representatives of parties.

Different opinions were sounded to these suggestions during discussions. Finally, there was decided, to represent proposals to Government Commission and to companies joined EITI to signify their attitude.
