Exclusive notification from the EITI  International Secretariat to the “Transparency” Magazine:

“The Meeting of the Management Board will hold discussions regarding EITI implementation in Azerbaijan”

 “We closely observe the discussions regarding establishment of the Multilateral Group and Working Plan”


Ordinary meeting of the EITI International Management Board is planned to be held in Baku on October 14-15.  We addressed to Mr. Peter Eigen, the Chairman of the EITI Management Board for the purpose of gaining responses regarding the matters to be discussed in the meeting, influence of this event on the EITI process, fulfillment of the obligations of Azerbaijan within the frames of the initiative and other issues. Our questions are responsed by Mr. Samuel Bartlett, the European and Asian Regional Director of the EITI International Secretariat. The interview is specified below:

1. How is the progress for EITI  Board Meeting in Baku and what questions are expected to be put on the agenda?

 The EITI Board will meet in Baku on Wednesday 14 and Thursday 15 October. There is an extensive agenda (still under discussion). It will include a review of implementation in all 30 EITI countries, some discussions on Validation Policy, a review of the final validation report from Liberia, and approval of the EITI Secretariat’s work plan for 2010. On Wednesday afternoon the Board has schedule a Roundtable discussion about Azeri implementation of the EITI, which will be open to interested parties. I hope you will be able to join this session. You should receive further information on this from the EITI Secretariat shortly

2. What you think, this event, would contribute to EITI process and promotion?

 We hope that the Board Meeting and the roundtable will be an opportunity to assess the impact of the EITI in Azerbaijan, and to discuss the priorities for further collaboration between the stakeholders. We believe it is particularly important that the EITI Board Members have an opportunity to meet with local stakeholders.

3. How do you evaluate Azerbaijan's participation in EITI process?

There are many positive features of EITI implementation in Azerbaijan. Azerbaijan has issued more EITI reports than any other country, and does so on a regular and consistent basis. It is also very welcome that Azerbaijan was the first country to complete the Validation process. However, when the EITI Board granted Azerbaijan compliant status, they did so recognizing the Azerbaijan Government’s commitment to formalize an Multi-stakeholder Group and agree a work plan by 15 August 2009. This deadline has now passed. We have been advised that an agreement to establish the MSG has not been reached, and a work plan has not been agreed. Discussions between the stakeholders are continuing. We are monitoring this situation very closely. If you have comments on the process, that would be very welcome.
