The 10th General Assembly of the Coalition has taken place
The Coalition Increasing Transparency in Extractive Industry held its 10th General Assembly in the Conference Hall of AF-HOTEL-AQUAPARK on October 20th, 2007. The gathering started with the playback of the national anthem of Azerbaijan. Addressed to and read out at the meeting were the letters of greetings and welcoming speeches by the chairman of the EITI Commission of the Government of Azerbaijan and executive chairman of the State Oil Fund of Azerbaijan, Mr Shahmar Movsumov, as well as the Open Society Institute – Assistance Foundation, the Embassies of the United Kingdom and the Kingdom of Norway to Azerbaijan, and a number of international organizations and oil companies.

Mr Gubad Ibadoglu, the coalition coordinator, presented the report of the Coalition Board for the year of 2006. The Board held 23 meetings since the previous general assembly. Firstly, the Board dealt with the drafting of the Strategic Planning of the Coalition for 2007 through 2010, and outlined its corresponding mission, strategic objectives and targets, and directions of activity. Mr Ibadoglu gave information on organizational, legal, and technical, international and donor relations of the Coalition, the actions and program activities on institutional and capacity building of its members. Over the past period, the Coalition has analyzed the auditor’s conclusions on the 5th and 6th reports on the EITI implementation (in Azerbaijan), and issued its official statements about the detected shortcomings, ambiguities and concerns. Consequently, a competition was announced for the crafting of the corresponding policy on increasing transparency in the extractive industry. Work already started on the drafting of 5 out of the planned 10 policy papers; a repeated competition was announced for the preparation of the remaining documents. Work was completed on the research on the deployment of the assets under the management of the State Oil Fund, tracking of the allocation of those assets as a response to investment policy needs, analysing the quality of those assets, and the preparation of the corresponding report.

The General Assembly then heard a report by the Monitoring Group and approved the Action Plan of the Coalition for the year of 2008, and adopted the amendments and alterations to the Regulations of the alliance. Besides, in a move to changing the Regulations, it was decided to set up a Selection Group to evaluate projects which are implemented by the Coalition.

Organizational issues on the agenda were reconsidered since the term of office of the governing bodies of the Coalition was over. Therefore, there was held an election of (11) members of the Board, as well as (5) members of the Monitoring Group and (5) members of the Selection Group to govern the Coalition for the upcoming two years. In accordance with a majority vote principle, Mr Gubad Ibadoglu, Mr Ilham Huseynli, Ms Mehriban Vezir, Mr Fagan Aliyev, Mr Alimammad Nuriyev, Mr Ogtay Gulaliyev, Ms Mirvari Gahramanli, Ms Dunya Sakit, Mr Ehtiram Aliyev, Ms Sevid Hamidova, and Mr Fuad Hagramanli were elected as board members with one voting right. The General Assembly approved the elected 5 members of the Monitoring Group and 2 members of the Selection Group since they cleared a 50%+1 vote hurdle.
